Construction is slated to begin this spring with lot sizes ranging up to 1.5 acres and homes ranging from 1,500 to 2,000 square feet, said Bob Hales, director of business development for Weaver Homes.
"Pricing is preliminary, but is proposed to start in the high $200s," he said about the neighborhood, which will be called The West Preserve.
The septic community features a rural setting near the Lee County line about five miles south of Sanford. The development sits about an hour south of Raleigh and 45 minutes north of Fayetteville.
"Drive times are reasonable, so you can work in Fayetteville or Raleigh, but live away from the city pressure," said Frank Weaver, who founded the company in 1980.
The drive is about an hour from downtown Raleigh using U.S. 1.
The community will also have access to high-speed fiber internet.

Weaver Homes has a long history in Harnett County, most recently building a community called Mitchell Manor north of Angier. The company's footprint also extends to Lee, Johnston and Brunswick counties.
This is just the latest example of the robust residential growth in Harnett County as growth spills south out of Wake County. Triangle Business Journal has reported on several developments lately, including a 200-acre development in Lillington, a 156-home development coming to the small town of Coats and home giant D.R. Horton (NYSE: DHI) snapping up 109 lots for just over $12 million in the Matthews Landing subdivision.

“I give these guys a lot of credit because they haven’t pointed the finger and they continue to work,” coach Jon Scheyer said. “Each of them has gotten better.”
It’s the home finale for the Blue Devils (21-8, 12-6 Atlantic Coast Conference), who are undefeated in 15 games on their home court. Scheyer has set the program record for the most wins by a first-year coach.
“It’s great being at home, just having the crowd on your side, especially for us being a young team,” freshman forward Mark Mitchell said. “It’s really good to have people helping you and pushing you (to) get to the finish line.”
This marks the regular-season finale for NC State (22-8, 12-7), which is coming off its worst performance of the season in Saturday’s 96-71 home loss to Clemson.
“We have had a great year,” Wolfpack coach Kevin Keatts said. “If I didn’t declare we were going to win a national championship after we played well early this year, too, I am never going to declare that the season is over.”
NC State hasn’t lost consecutive games this season, and it will have to make a strong recovery to avoid that. On the plus side for the Wolfpack, one of the team’s best games came in an 84-60 home thrashing of Duke on Jan. 4.
“I feel like they’re a different team now,” NC State guard Jarkel Joiner said. “I feel like they’re better. I feel like we’re better as well. If we come in and do what we can do we can get a win.”
The Blue Devils are coming off what Scheyer referred to as one of the best start-to-finish outings of the season Saturday night, when they avenged a Jan. 23 loss to Virginia Tech with an 81-65 win. Now they hope to do the same against the Wolfpack.
Kyle Filipowski leads Duke in scoring (14.9 ppg) and rebounding (8.9). Terquavion Smith paces NC State with 17.6 points, 4.4 assists and 1.6 steals per game.

RALEIGH AMONG TOP FOR FIRST-TIME HOMEBUYERS: We already know Raleigh is the hottest housing market in the U.S., according to a recent U.S. News & World Report ranking, but now the City of Oaks can add another accolade in that arena.
Even though home sales are down and interest rates are higher, Raleigh was recently named the third-best metro for first-time homebuyers.
That’s according to Bankrate’s Best Metros for First-Time Homebuyers study, which analyzed the top 50 metropolitan statistical areas by population based on affordability, job market, market tightness, and wellness and culture.
Raleigh ranked first in the metric of market tightness. For this, Bankrate used Realtor.com’s median days on the market statistic for homes for sale in December 2022 and the year-over-year change in housing inventory through December 2022.
Topping the list was Austin-Round Rock, Texas, followed by Kansas City, Missouri.

TRIANGLE LAW FIRM MAKES KEY APPOINTMENT: Young Moore and Henderson PA, one of the 15 largest law firms in the Triangle, has named Dawn Dillon as its managing partner. It marks the first time a woman has held the top spot at the nearly 70-year-old firm.
Dillon is a shareholder at Young Moore, co-chairing the workers’ compensation and employment law group. In addition to continuing her practice of law, Dawn will be responsible for overseeing day-to-day firm operations and strategic planning for the firm.
She takes over the managing partner duties from David Duke, who will continue his law practice at the firm.
“She is universally recognized for her innate ability to develop creative solutions while inspiring others along the way,” Duke said in a statement. “Dawn will no doubt continue Young Moore’s tradition of leadership that has well served our clients and employees for nearly 70 years.”

NC MAKES ENDANGERED LIST: From the whodathunk file comes this: A team at the U.S. Fish & Wildlife Service has a compiled a list of the top 10 states in the nation with the most endangered animals – and North Carolina is No. 10.
According to the list, the Tar Heel State has 24 species currently listed on the endangered animals list, just behind Arizona, Georgia and Mississippi, each with 26.
Topping the list is California, with 74, followed by Tennessee (66) and Alabama (64).
According to the U.S. Fish & Wildlife Service, there are over 500 endangered animals in the U.S.

Contractors are putting the finishing touches on a new connector road that will allow drivers to go between Hillsborough and Blue Ridge on the east and north sides of the intersection. But come Saturday at 9 p.m., through traffic on Hillsborough will be blocked, as will traffic to or from Blue Ridge on the west side of the intersection.
Blue Ridge has already been closed south of the intersection. Now drivers who would normally cross Blue Ridge on Hillsborough will be directed onto Wade Avenue or Edwards Mill Road.
The closure is expected to last about about six months. It’s part of two-year effort by the N.C. Department of Transportation to build an underpass that will carry Blue Ridge Road under Hillsborough Street, Beryl Road and the N.C. Railroad tracks, which all meet at the southeast corner of the State Fairgrounds.
The project entails not only digging down for the new section of Blue Ridge but also building new parallel bridges for Hillsborough, Beryl and the railroad tracks. To go from Blue Ridge to Hillsborough and vice versa, drivers will use the connector road that will open this weekend in the northeast corner of the intersection, near the N.C. State University College of Veterinary Medicine.
NCDOT and its primary contractor, Lane Construction Corp., hope to get the work on Hillsborough finished and the road reopened before this fall’s N.C. State University football season and the State Fair in October.
The underpass will replace the complex set of signals that have managed traffic where three roads and the railroad tracks come together. Work got underway in earnest at the close of last fall’s State Fair, when Blue Ridge Road was closed at the railroad tracks. Contractors are building a parallel set of tracks that trains will use while a bridge is built.
This weekend’s closure of Hillsborough Street was originally scheduled to take place before more than 55,000 fans watched the Carolina Hurricanes play the Washington Capitals at nearby Carter-Finley Stadium. Poor weather contributed to delays that kept the intersection open that weekend.

RALEIGH, N.C. — A man convicted in a July 1995 bombing targeting his wife at an office building in north Raleigh will spend an additional 10 years in prison, according to U.S. Attorney Michael Easley.
According to court documents, in 1995, Stephen Bullis, now 58, mailed two pipe bombs to what was then the Business Telecom, Inc. (BTI) building, which was located on Six Forks Road near North Hills.
The first package was addressed to a BTI employee -- his wife at the time, Tracy Bullis. Tracy Bullis opened the package on July 10, 1995. It exploded, destroying most of her left hand and a portion of her upper right arm. The bomb also injured a coworker who was standing nearby.
Investigators learned that Stephen Bullis was having an affair with a clerk who worked at a video rental store and had started increasing the payout on his wife's life insurance policy. He also had recently purchased books about making explosive devices.
A statement from the DOJ reads, "In the month immediately before the attack, Bullis learned that his wife’s company had increased her work-funded life insurance policy and included a double-indemnity clause in the event of an accidental death. Statements made by Bullis indicated that he believed the accidental death needed to occur while his wife was at work for the double indemnity clause to apply."
The second explosive package was found weeks later, after Bullis' arrest, at an out-of-service USPS collection bin at Crabtree Valley Mall.
According to documents, authorities said Bullis did nothing to warn authorities about the second bomb even though it was in a public place where many people could be injured.
Bullis originally received a mandatory life sentence followed by back-to-back sentences adding up to almost 50 years in prison.
In September 2022, two charges were vacated, leaving only a 20-year sentence. Bullis was resentenced Friday to more than 37 years in prison, which increases his original sentence by 10 years.
“Stephan Bullis caused terror in the Raleigh community because the pipe bomb at BTI came only a few short months after the Oklahoma City bombing and at a time when the infamous ‘Unabomber’ was at large,” said U.S. Attorney Michael Easley. “The defendant knowingly risked harm to countless individuals and inflicted psychological trauma on numerous others. This new sentence holds Bullis accountable for his horrific actions and keeps him behind bars where he belongs.”
