Rain falling on saturated ground is causing flash flooding and landslides. Strong winds are blowing over trees not anchored in that soggy soil leading to power outages and car and home damage.

Nearly 178,000 customers were without power as of early Wednesday according to Poweroutage, with a majority in the San Francisco area.

“Continuing to observe strong gusts of 50 to 55 mph, locally up to 65 mph over the East Bay as the center of the strong surface low approaches the Golden Gate Bridge,” the National Weather Service Bay Area said Tuesday evening.

In the Financial District, winds were seen blown from high-rise buildings. The San Francisco Fire Department told KTVU that no one was injured by the falling glass.

While the steady rain is tapering off from north to south, showers and thunderstorms will take over into Wednesday. That means flash flooding with a lot of rain and snow in a short period of time and more damaging winds.

The rain started pushing into California Monday night and poured through Tuesday. Showers and possible thunderstorms take over and slowly push south through the state Wednesday.

While those rains fall, heavy mountain snow falls in the higher elevations in the Los Angeles area, as well as in the Sierra Nevada, which has already seen more than 50 feet of snow this season.

That has led to numerous issues, including homes that have collapsed to the weight of the snow and forced officials to close roads.

Strong wind gusts as high as 60 mph are still possible in the mountains and foothills. Thankfully, the threat for gales will taper off through the evening.

Evacuations continue as rivers rise but rain tapers off

Most Flood Watches and Warnings will expire through the evening. But, Coastal Flood Advisories continue across Central and Southern California through at least Wednesday afternoon.

The NWS extended Flood Advisories to Nevada and Arizona as the storm is on the move.

Several communities are still under evacuation orders as the rivers will continue to rise even though the rains are tapering off.

Periods of heavy rain are still expected as the storm moves inland. Coastal ranges and mountains could see up to 3.5 inches more in a quick shower. Elevations above 5,000 feet could see snowfall rates.

Valleys and coastal areas could see an extra .5 to 1.5 inches tapering off Wednesday afternoon.

How much snow is expected to fall in the West?

Heavy snow will be falling in the higher elevations of the Sierra Nevada in Central California, as well as in the mountains near Los Angeles and Southern California.

Winter Storm Warnings are in effect for the southern peaks of the Sierra Nevada and higher elevations of the Los Angeles area, while Winter Weather Advisories are posted for the northern areas of the Sierra.

Travel remains difficult through the mountains and passes. The Grapevine, I-5, could see a dusting to a few inches. The Northern Sierra are looking at another 1 to 4 feet in the higher elevations. Lower elevations could see an additional 3 to 10 inches.

Southern California mountains can expect up to 2 to 5 feet of snow above 6,000 feet. Lower elevations could see 2 to 10 more inches.

Rain, snowpack helping with California’s drought

According to the latest U.S. Drought Monitor update released on March 14, only 36% of California remained in drought. That’s now the lowest drought coverage in the Golden State in nearly three years, since April 2020.

Relentless atmospheric river storms have been slamming the West, including California. In December, 98% of the Golden State was experiencing drought conditions. But as storm after storm brought rain and snow to the region, conditions have drastically improved.

The rain has also been incredibly beneficial for the state’s reservoirs, which were running dry until the onslaught of storms that started in December.

A welcome dry break in the offing for California

Once California weathers this current storm, the state should finally get a decent break from rainy forecasts.

Drier weather looms for the rest of the week once the storm exits Wednesday with the next chance of significant rain holding off until at least the middle of next week.

Years ago, owner Hilario “Layo” Martinez Leon started making these dishes, ones that paid homage to his Sinaloan roots. But it wasn’t until he spent a short stint in jail that he decided to turn his hobby into a business. “When I went to jail, I lost everything,” he says. “I used to make ceviche just for my friends and family when we gathered, and they’d be like, ‘Bro, you gotta sell this!’ Those are the words that were popping in my head sitting in that cell, so that’s what I did [when I got out].”

Borrowing $40 from his brother, he made the trek to the grocery store to gather the ingredients for his signature Sinaloan-style ceviche: freshly diced shrimp, tomatoes, cucumbers, red onions, and cilantro — all marinated in his “special blend” of juices and spices, a recipe he spent four years tinkering with until it was perfectly bright and balanced. By the end of that first day, he’d sold out of everything he’d made. Layo reinvested his daily profits and slowly started to create a small, yet dedicated following on social media, delivering pre-ordered ceviches to daily designated neighborhoods in the Bay Area.

As his popularity grew, so did his menu. Soon, he added aguachiles, the signature dish from Sinaloa made with raw shrimp, cucumbers, and red onion submerged in a fiery chiltepin-water mixture. Each bite is simultaneously refreshing and addictively spicy. Arguably, Layo’s aguachiles are even better than the ceviche. (It’s almost impossible to get a cup as a walk-in on weekends — ordering ahead is key.)

“For me, it’s gotta be fresh — all the ingredients, it’s what makes it good,” he says. “My cousin, who has a shop in San Mateo, actually drives to L.A., to the border of San Diego and picks up the fresh seafood. They bring it to him from Sinaloa and he brings it back over here.”

Serving only the freshest means that he only makes a limited quantity every day, and he often sells out.

This April, he’ll be celebrating two years since he first set up shop in this corner kitchen of this Richmond bodega — and he continues to grow, paying homage both to his roots and his neighborhood. These days, his menu is more, as he describes it, “Richmond-style,” boasting a unique blend of traditional Sinaloan flavors and those of the Bay Area. Unprompted, regulars will tell you some of their other favorites: crisp, saucy raspberry-chipotle wings, mango-habañero wings, and ultra-cheesy “loco fries,” to which you can add freshly sauteed shrimp on top, if you want.

From here, he hopes to get back on the road slinging fresh ceviches, aguachiles, and the rest of his menu from a new food truck to bring the best of Mariscos El Layo to different parts of the Bay. And we look forward to seeing him pop up in even more unexpected places—and be pleasantly surprised all over again.

The Golden State Warriors made it two wins in a row with a 127-125 road victory over the Dallas Mavericks, though the game wasn’t without a bit of controversy.

With the Warriors leading 88-87 towards the end of the third quarter, the ball went out of bounds and a timeout was called by Mavs head coach Jason Kidd.

Both teams thought the referee had signaled it was their ball and both sets of players returned to the floor on opposite sides of the court.

This allowed Golden State guard Jordan Poole to inbound the pass to an open Kevon Looney, who slammed the ball in with only Warriors players in his vicinity.

Kidd was bemused on the sidelines, as were the players on the court, with even Mavericks owner Mark Cuban showing his bafflement at what had just happened.

After being seen pleading his case during the game, Cuban then took to Twitter to share his thoughts on the officiating.

“For those wondering about the play with 1:54 to go in the 3rd, let me explain what happened,” the Mavericks owner said. “The ref called Mavs ball. The announcer announced it. Then there was a timeout. During the time out the official changed the call and never told us.”

Cuban continued: “Then when they saw us line up as if it were our ball, he just gave the ball to the Warriors. Never said a word to us. They got an easy basketball.”

The 64-year-old didn’t hold back, calling it the “worst officiating non call mistake possibly in the history of the NBA. All they had to do was tell us and they didn’t.”

In the post-game pool report, Crew Chief Sean Wright explained the decision.

“Initially on the floor the original signal was in fact Golden State ball as this can be seen on video. There is a second signal, but that signal is for a mandatory timeout that was due to the Mavs.”

The bizarre series of events was not the end of the Mavericks’ complaints towards the officials.

Trailing by three with less than 10 seconds on the clock, Mavs star Luka Doncić claimed he was fouled by Draymond Green under the basket.

Upon not getting the call, the four-time NBA All-Star appeared to make a gesture with his hands implying there was money between his fingers.

With the regular season reaching its conclusion and wins becoming even more important, there is clearly added tension in the Mavericks squad ahead of their next game against the Charlotte Hornets on Friday.

"The JV Show" cohosts shared their feelings on-air as news broke about the death of their beloved colleague and Wild 94.9 host, Jeffrey Vandergrift.

SFPD officers responded to Pier 39 just before 5 p.m. Wednesday and located a person in the water. The person was confirmed deceased at the scene, police said.

On Thursday, SF Medical Examiner confirmed the body was 55-year-old Jeffrey Vandergrift, who had gone missing in late February. Police confirm that no foul play is believed to have been involved.

Wild 94.9 shared a statement on Thursday, saying:

"With a heavy heart, we must confirm that the body found near Pier 39 on Wednesday afternoon has been identified as our dear friend, family member & colleague, JV. We are devastated to know that JV is gone. Please keep his wife Natasha, his family, and close friends in your thoughts and prayers."

Following his disappearance, listeners of "The JV Show" called in to share an outpouring of love and support for the show's co-host.

"I'm keeping hope alive," another said.

After wife of missing San Francisco Wild 94.9 DJ said "JV will not be coming back," new details are emerging from Jeffrey Vandergrift's final show.

Yi, who is also a Wild 94.9 host, thanked everyone for their support in trying to find her husband.

JV had openly talked about being diagnosed with a severe case of Lyme disease which often gave him "brain fog."

During what would be his final show on Feb. 23, JV shared an update on his health while talking to a listener.

"The stuff I've been going through in my brain that they are trying to figure out... ugh," he said.

"It started off... with them believing that something had reignited old infections," he explained. "The body, and the pain and all that stuff I can handle. What it is doing to my brain, I could never describe to you."

Lyme disease is known to cause dizziness and fatigue, but it can also cause depression, anxiety and even rage.

JV's final message on social media began by saying "Thank you for a wonderful life, filed with joy, laughs, pain and struggle..."

A memorial for JV outside of iHeartMedia's studios in San Francisco began to grow Thursday afternoon with pictures, flowers and messages to the late radio host.

"I just remember the shows. They were pretty awesome. I remember the doghouse way back in the day and just listening to it as a kid and laughing all the time," said Pat Yalon, a long-time listener.

Not too far away, San Francisco's 3rd st. bridge near Oracle Park, was damaged when a barge came lose and hit the bridge.

The wind also produced rough waves in the San Francisco Bay near the Ferry Building. The water was rough enough for all ferry service to be canceled.

Those brave enough to walk or bike along the embarcadero as the storm raged got drenched. Video shared with KTVU shows a person biking near the raging waters get absolutely drenched by a wave.

Runaway dock

A dock in the Oakland estuary broke away from the Encinal Yacht Club with five sailboats and two inflatable boats still attached to it on Tuesday afternoon.

KTVU cameras captured this footage of the dock floating down the estuary.

Oakland firefighters tied the runaway dock to a boat and tug it to a safe place.

According to OFD, six separate boats also broke loose from their docks during the storm. Footage from KTVU's Sky Fox shows one of the boats underwater, others were spotted floating throughout the estuary.

Falling glass

Winds in downtown San Francisco were so strong it blew windows out of high rise buildings in downtown San Francisco. According to San Francisco fire officials, multiple windows were damaged at Salesforce East (350 Mission St.). No one was hurt by the falling glass. The San Francisco Department of Building Inspection is investigating.

Downed shipping containers

The strong winds in Oakland, which gusted up to 74 MPH, were so strong that they knocked over shipping containers near the Port of Oakland.

Reverse waterfall

A video appearing to show the wind causing a reverse waterfall was sent to KTVU by someone near Tunitas Creek in the Peninsula.
